BANDIT SIGNS

As of September 2007 it is Texas State law and forbids “Bandit Signs” imposing fines of $500-$1000 per sign per day.

This law is clearly intended to stop all the ugly ad hoc signs which were scarring the neighborhoods. It was out of control.

If all the signs that were put up in the Stone Forest area were allowed there would be ugly bits of wet paper/cardboard posted all over the place. All signs that are posted will be removed & discarded no matter what they are.

If illegal signs continue to proliferate the signs will be photographed, date stamped and passed to the Harris County DA for action. There have been many successful prosecutions throughout the county for posting such signs.

Please keep our neighborhood a nice place to live and do not post bandit signs of any kind for whatever reason (Garage Sales included) 


 HCSO’s Graffiti Abatement program is designed to remove unwanted graffiti markings from the communities within Harris County. The graffiti is often perpetrated by gang members who want to mark their territory or send a message to another gang.

The HCSO’s Graffiti Abatement program is a FREE service for all citizens and businesses in the unincorporated areas of Harris County. It aids the community by reducing or eliminating this type of criminal mischief through our abatements, and thus making each neighborhood or business safer and aesthetically pleasing for the citizens of Harris County.

WATER CONSERVATION


SAVE WATER !!!. To avoid restrictions try to conserve water, particularly yard watering which ideally should done late evening for manual or hose sprinklers or during the night for automatic sprinklers.

No more than twice in a 7 day period. Even in a severe drought grass will survive based on thorough watering in the evening or early hours. Watering during the daytime in the hot sun is wasteful because the water will quickly evaporate. Casually spraying with a hose on a short cycle at any time is also wasteful & harmful to the grass because the roots will not be penetrated and may die quicker.

Harris County may yet enforce restrictions and homeowners should watch the Press and TV news for further information.

A message from the Harris County Fire Marshal:

Today, Harris County Commissioners Court approved a restriction on the sale and use of restricted fireworks (skyrockets with sticks and missiles with fins) due to drought conditions. 

This restriction is effective immediately and will continue as long as drought conditions exist in Harris County. 

Afternoon thunderstorms have had little effect on reducing the drought; the Keetch-Byram drought index (KBDI) has increased to over 700 in the past two days.  It is currently at 708 on scale of 0-800.  

Under a local declaration of disaster by County Judge Ed Emmett, additional restrictions may apply if drought conditions do not improve.

 The Harris County Fire Marshal's Office will continue to monitor drought conditions and outdoor fire danger.

COMMUNITY SECURITY

We want to ask all homeowners to report immediately any suspicious persons that are in our neighborhood.  All homeowners need to be vigilant as we approach the end of the school year and start the summer break. Above all please report such incidents immediately to Pct 4, Tel: 281-376-3472. (24 hours)

Nothing is too small or irrelevant because even if it is just a suspicion the call will be followed up and goes towards the monthly Pct 4 statistics which helps the deputies decide where they can be the most effective. 

 


NEW RESOLUTION ADOPTED

Dear Stone Forest Homeowners:

 

Resolution Adopted: The Stone Board of Directors has adopted a Resolution of the By-Law Amendment to reduce the percentage of the quorum needed in order to hold an annual meeting of the members. The quorum needed to hold an annual meeting and election of officers was 20%, which was impossible to inquire these past few years. Thus, resulting in the Board’s decision to reduce the percentage required to 10%. After which, if the 10%  is not attained, than the meeting can be closed and opened again with ½ of the 10%, which would be 5% to hold the annual meeting and election of officers. This action will not only help in holding the annual meeting has scheduled, but will also reduce the cost of another mail out to advise homeowners of the rescheduled annual meeting.

 

A copy of the Resolution will be inserted in the newsletter and also be placed on the website for review.

The Stone Forest Board of Directors would like to thank those homeowners who attended the annual meeting in July, as well as those who attended the rescheduled annual meeting that was held in August.


Car Stickers: Per a homeowner’s request to have the HOA purchase car stickers so that the deputies would know who lives in the community, the Board of Directors has purchased the car stickers. Enclosed you will find two (2) car stickers. Please place the car sticker on the outside back window of your vehicle on the bottom left side. If you need more car stickers, please contact Chaparral Management Company. Extra stickers will be available.

YARD OF THE MONTH MISSION STATEMENT

The purpose of the YOM is to provide incentive for residents to maintain and improve the appearance of our community by promoting well maintained yards with great overall curb appeal.

The winner will receive a gift generously donated by Earth Care and will proudly display a “Yard of the Month” sign in their yard for the entire month. A picture of the winning yard will also be posted on the Stone Forest website.

Every homeowner is invited to participate. See guidelines below:

  1. Yard Maintenance should include a healthy lawn, neatly mowed and edged.  Trees and shrubs pruned.  Healthy plants with flowerbeds free of weeds.
  2. Yards and front porches free of debris and clutter and a driveway free of oil and other stains.
  3. Yards will be judged on the use of color and/or texture.  Total curb appeal and overall aesthetics appeal along with balance appropriate to house and lot size.
  4. One home will be selected for the months of April, May, June, July, August and September.
  5. A special Yard of the Month will be awarded for the best decorated yard at Christmas.  Yards will be judged the last week of the month for the upcoming month, except for the Christmas judging which will be judged after the 16th of December.
  6. Winner must be in good standing with the Stone Forest HOA.
  7. Only the front yards as viewed from the street will be judged.
  8. All plantings must be living, no plastic, silk or artificial plants.
  9. The Yard of the Month can only be won once during the season, except for the Christmas judging.

While Chaparral Management Company is a full-service management company, many of your needs will fall outside the jurisdictions of the Association and the authority of Chaparral Management Company.  This is a quick Q & A to help you know who to contact for service. 

 

The corporate office of Chaparral Management Company is located at 6630 Cypresswood Dr.Spring, Texas 77379, and maintains office hours Monday to Friday 9:00am – 5:00pm and we can be reached at 281-537-0957.The office is closed from 12:30 – 1:15 p.m. for lunch.

 

I got a deed restriction letter.  “Who am I going to call?”

  The deed restrictions are the first and only line of defense the association has for maintaining the integrity of the community.  Your continued cooperation in adhering to those deed restrictions is greatly appreciated.  Should you receive a deed restriction letter, please accept the letter as a request to bring your property into compliance.  Before you call, please take a moment and go outside to look at the item mentioned in the letter.  If you will need additional time to bring your property into compliance, please contact Chaparral Management Company at 281-537-0957 and ask for the deed restriction inspector for your neighborhood.

  

 I got a delinquent statement.  “Who am I going to call?”  

  The annual maintenance fee statements are mailed ion November.  Delinquent statements are mailed in February, March, April & May.  If your mortgage company escrows for payment of the annual maintenance fees, you should mail the statement, with your loan number, to the mortgage company for payment.  If you still have questions regarding the annual maintenance fee, you may contact the Account Receivable Department at Chaparral Management Company at 281-537-0957.

 I want to make improvements to my property, build a pool, re-roof my house, paint the siding.  “Who am I going to call?”

 Please contact the Architectural Control Coordinator, Betty Gillory ext. 29 at Chaparral Management Company at 281-537-0957.  Homeowners may obtain an application for the ACC from the office of Chaparral Management Company via mail, fax and email or by visiting our website www.chaparralmanagement.com.  You will then provide the application and supporting documents to Chaparral Management Company for submission to the Architectural Control Committee for your neighborhood. 





Stay Alert Stone Forest Residents


We, as a community must stay alert and report any “suspicious” person(s), vehicle(s) to the Constable’s Department as soon as we see. Stone Forest contracts with the Constable’s Department. The Constable’s Department number is 281-376-3472.

While Texas is a “right-to-work” state, solicitors may come into the community selling items. However, if you feel threatened, or suspicious of them, please call the Constable’s Department immediately to report. In doing so, you may help them find the person(s) by letting them know the street they were last spotted on, a direction they were going in, clothing, and on foot or vehicle. Obtaining any information on the vehicle will be greatly appreciated.

We need to be the “eyes” of the law enforcement and help them keep Stone Forest a safe place to live.

 

  • Make sure you leave your garage doors closed at all times. This is definitely a crime of opportunity in leaving the garage doors open and your items in full view.
  • Keep doors locked
  • Alarm system? Use it. (Even if it is only a siren in the attic)
  • Keep your vehicles locked, in the driveway or better yet – in the garage. (Most reports of car burglaries are cars parked in the street).Leaving cars parked in the street are even more vulnerable because any activity is difficult to see.
  • Remove all valuables from sight in the vehicle.Leave lights on timers when out of town. Have newspaper and mail stopped.
  • If at all possible, let a neighbor know that you are going on vacation and leave a contact number with them.
  • Do not open doors to strangers, but let them know you are at home.





ACC Guidelines - Letter to Homeowners

Dear Property Owners of Stone Forest,

One of the key items the Board of the Stone Forest Homeowner’s Association considers to be of the importance is communicating to all our members.  This letter is designed to communicate the adoption of the Architectural Control Guidelines as well as procedures associated with the implementation of the guidelines. 

We believe that with proper communication, homeowners and builders will be much more likely to abide by such guidelines.  These guidelines and procedures have been designed to ensure that the common interests of our community are preserved, primarily property values and harmony amongst our neighbors.

As such, the Board of Directors has worked to ensure that the guidelines developed and adopted for distribution were not in violation of the Declarations of Covenants, Conditions and Restrictions for all the sections. These new guidelines should be considered as supplemental to, but not replacements for, the covenants that were established before any homes were built in our community. 

The attached Architectural Guidelines were formally filed of record on March 11, 2008 and affirmed by the ACC Committee as well as the Stone Forest HOA Board of Directors.  From and after March 11, 2008, all buildings or improvements by homeowners and builders must follow these guidelines.

Please note that the attached document is broken up into several categories, including definitions, an overview, the general guidelines, and the Architectural Control Committee Authority.  A copy of the application form that our homeowners will utilize to file for approval through our management company (Chaparral Management Company Inc.) for construction or improvements under these guidelines is available on the Chaparral website.

These guidelines provide the basis for enabling us to maintain our community to the highest standards.  We believe that all homeowners should take the time to read these guidelines, as the ACC Committee and the Board intend to work closely with Chaparral Management Company to ensure that our members abide by these standards and procedures.

We welcome your comments and believe such standards will enable us to continue to maintain the pride of ownership that goes along with living in such a well-guided community.

PORTABLE BASKETBALL SPECIFICATIONS FOR STONE FOREST


1. Must be in good condition and to include rims, backboards, poles and base.
2. Net must be in good condition.
3. Must be stored by the garage when not in use.
4. Must be stored from view if not used on a consistent basis.
5. Interior weight must be used (nothing laying on top to weight down).
6. Cannot be used in the street .
7. No more than one (1) basketball goal per home.





DOGS & PETS

Will homeowners with dogs and pets who take them walking in the Stone Forest neighborhood please take plastic bags with you to collect any droppings on areas that are outside the pet owners property.

We all love pets but fouling your neighbors pathway or property is not a very friendly gesture and all owners would appreciate not having to clear up other's mess.

Let us keep Stone Forest pathways, lawns and common areas clean for the rest of us.

Also please remember it is against the law to let your dog or pet loose without a leash. (Per the Harris County Leash Law)

Guidelines for Outbuildings/Sheds:
All outbuildings / sheds must be approved by the ACC Modifications Committee before installing on such Lot.
1.  No outbuilding structures, storage building, sheds shall be permitted on any lot without prior written approval of the ACC Modifications Committee, as the case may require.

2.  Outbuilding structures as such, other than the main residence or garage, shall be limited to eight (8) feet in height and each outbuilding may not exceed one hundred and forty-four (144) square feet of floor area unless otherwise approved by the ACC Modifications Committee.

3.  The ACC Modifications Committee shall be entitled to review and approve or disapprove, without limitation, all outbuildings, playstructures, sheds (including basketball backboards and hoops), and storage structures. 

4. Any such buildings will be required to be constructed with material and design that is determined by the ACC Modifications Committee to be architecturally and aesthetically compatible with the design of the Single Family Residence thereon and other structures in the Properties.

5.  
No outbuilding or structure will be permitted to (a) be placed on an easement; or (b) be located nearer to a Lot boundary than the applicable building set-back established by the Plat or Supplemental Declaration .



Fence Guidelines:
All picket fences situated parallel to the front lot line or parallel to a side street adjacent to a corner lot shall be constructed with the pickets on the outside so that no posts or rails are visible from the street in front of the lot or from the side street. Pickets must be made of wood, and shall be a minimum of six feet (6’) high, and shall be constructed with a six inch (6”) “rot board” at the bottom, with the exception of gates/fences connecting any house to a garage, which fences may be a minimum of four feet (4’) high.

Fences cannot exceed six feet (6’ 6”), six inches including the rot board.

Chain link fences shall not be permitted. 


Fences shall be constructed of raw wood (natural cedar or similar type wood product), color-harmonious masonry, or black (or color harmonious) wrought iron.

No painting, colored staining or colored varnishing of fences is allowed.


Staining of fences must be clear stain and ACC approval before staining. 

No fence may extend forward of the front building line.






Playstructure Guidelines:
All playground equipment must be approved by the ACC Modifications Committee before installing on such Lot.

1.  Not more than one (1) play structure exceeding 12’ (12 feet) in height, with the deck height not to exceed 5’ (5 feet) is permitted on any lot.

2. 
All applications for construction of play structures, swing sets, play areas, and play houses must include a plot plan showing the proposed location in relation to the property lines, building lines, existing structures and fences.

3. 
Play structures, i.e. play forts, swing sets, climbing apparatus and other play equipment, whether permanent or temporary, may not be located within an easement, must respect platted building setback lines and should be placed to the rear of the main residential structure so as not to be visible from the fronting street, and behind a fence, which encloses the yard.

4.  Play structures must be located so that the applicant is the primary viewer.

5. 
Play equipment should utilize natural materials and muted earth tone colors, wherever possible. Wood play structures must be left natural, stained, or painted to match the existing main residential dwelling. Canvas awnings or rods must be primary or earth tone colors, such as tan or green tarps, without patterns. Awnings which become torn or faded must be replaced. Composition shingle roofing must be compatible with the roof of the main residential dwelling.

 

It doesn’t hurt to share your emergency contact numbers with friends on your block and to think about where you all might gather in case of high winds or flooding.  If you do decide to evacuate, let others know where you are going.  If your block doesn’t have a Neighborhood Watch program this might be a great time to think about forming one. 

 It is a fact that most of the homes that flooded during Tropical Storm Allison, Houston’s last big storm were outside the established flood plain.  It is not as well known that you do NOT have to be within a flood plain to purchase flood insurance.  To track a storm or for information on flood insurance from the Harris County Flood Control District go to www.hcfcd.org or phone them at 713-684-4197. 

Hurricane season is also a great time to check with your personal insurance agent to be sure that you have adequate coverage for the property you own.  Remember that your personal property is NOT covered by the association’s policy.  It is designed to cover the common areas, pools, clubhouses, tennis courts, sidewalks, fences, etc, that are owned by the association.  

Chaparral Management Company, the professional community association management company hired by the Board of Directors also has a Disaster Preparedness Plan for our community and our Board.  An emergency team is assigned to our community and the Chaparral Management Company will alert our service contractors to assist after the storm has passed.  If you see damage to our fences or clubhouse or any of the association’s property, please report it as soon as possible to the Board and to Chaparral Management at 281-537-0957.  They will be making inspections and working with the association’s insurance company as soon as possible after the storm has passed and your reports will be very helpful.
